An Overview of Our Background, History, and Vision

The CGCC is a legally registered independent entity in the United Arab Emirates. It was jointly initiated and founded by various overseas Chinese communities residing in the UAE. The Chamber’s founding president is Mr. Tang Zhengang.

CGCC is dedicated to promoting Sino-UAE economic and trade cooperation, fostering cultural exchange between China and the Arab world, and actively fulfilling social responsibilities. The Chamber aims to enhance the visibility and influence of Chinese entrepreneurs in the UAE, serving as a vital bridge between Chinese and Arab industries. Through these efforts, CGCC strives to contribute meaningfully to deepened dialogue, close cooperation, and mutually beneficial development across economic, trade, and cultural sectors.

To date, CGCC has more than 100 member organizations across a wide range of sectors, including:

Mission

To unite the knowledge, resources, and platforms of overseas Chinese entrepreneurs; to explore new opportunities and forge new paths; and to elevate the presence and influence of Chinese businesses in the UAE — all in service of promoting the long-term, stable development of Sino-UAE friendship and cooperation.

Functions

  • Facilitate information exchange and knowledge sharing among members.
  • Support communication and engagement between members and Chinese or Arab government entities, relevant institutions, and businesses.
  • Assist members in resolving challenges encountered while operating in the UAE.
  • Represent members in expressing their needs, concerns, and suggestions to the UAE government and related authorities.
  • Provide members with essential services such as policy consultation, legal assistance, and other forms of professional support.

The CGCC is governed by a well-defined and structured organizational framework, with clearly outlined responsibilities, decision-making procedures, and meeting schedules across all governing bodies.

Members’ Representative Assembly

The Members’ Representative Assembly is the Chamber’s highest authority. Comprising all registered members, it is convened and organized by the Executive Committee. This assembly plays a central role in shaping the strategic direction and major resolutions of the Chamber.

Executive Committee

The Executive Committee serves as the executive body of the Members’ Representative Assembly. During intervals between general assemblies, it exercises the powers of the Assembly, oversees day-to-day operations, and ensures the implementation of its resolutions.

The Executive committee is composed of key leadership roles, including:

Supervisory Board

Operating independently and on equal footing with the Executive Committee, the Supervisory Board is responsible for overseeing the decisions and activities of the Chamber. It ensures that all actions and initiatives remain aligned with the Chamber’s statutes and the interests of its members.

Each department plays a critical role in supporting the Chamber’s mission, serving its members, and facilitating cooperation between Chinese businesses and the UAE.

The division of responsibilities of each department is as follows:

The Executive Committee has a secretariat to assist the daily operations of the management and other departments, and is responsible for providing administrative support, including document and archive management, meeting arrangements and records, information transmission and communication, management and coordination, etc.

Mainly responsible for managing and supervising the financial activities of the organization. Including forecasting and planning of income, expenditure, investment and funding needs. The main tasks include accounting and calculation, fund management, tax management, etc.

Responsible for handling legal affairs and legal risks. Its work covers legal consultation, contract management, litigation handling, intellectual property management, compliance monitoring, corporate governance, and legal training.

It is the department in the organization responsible for planning and executing publicity activities. Its main responsibilities include: publicity construction, market promotion, media relations, online publicity, event planning, copywriting and crisis public relations of the China-Arab General Association.

It is responsible for managing and executing projects. Its main functions cover project negotiation, planning, formation, execution, supervision, resource management, risk management, communication and coordination, quality management, cost control, progress tracking and project closing, etc., providing all-round support and guarantee for the organization’s project implementation and the goal of supporting the association with business.

It is responsible for organizing and implementing various activities. Including event planning, supplier and venue coordination, publicity and promotion, crisis management and other aspects, providing all-round support and guarantee for the successful holding of activities.

It is the department that handles external relations and affairs. Its main responsibilities include: external relationship management and internal government relationship maintenance.

Mainly under the framework of international exchanges and cooperation, it uses domestic and foreign resources to provide resources and guarantees for the internationalization and international exchanges of the China-Arab General Association.

It represents the voice of youth and organizes youth activities. Committed to promoting the development of young people, enhancing their sense of participation and social responsibility, contributing the voice of young people to the UAE-China General Chamber of Commerce, and promoting the sustainable development of society.

Definition of Members

Members of the Chinese General Chamber of Commerce UAE (CGCC) refer collectively to all individuals and organizations officially registered with the Chamber.

Membership is categorized into:

  • Individual Members – professionals affiliated with the Chamber in a personal capacity.
  • Legal Entity Members – corporate or institutional members represented by their authorized legal representatives.

Members span various levels and positions within the Chamber’s organizational structure and contribute to its mission and activities.

Conditions for Membership

To be eligible for membership, applicants must meet the following criteria:

Voluntary Application – Membership must be initiated on a voluntary basis.

Compliance with Governance – Applicants must agree to abide by the Articles of Association and all relevant regulations of the Chamber.

Legal Standing – Members must comply with the laws and regulations of the United Arab Emirates and have no criminal record.

Membership Application Procedure

  1. Complete the Registration Form

  2. Review by Executive Committee
    The application is submitted to the Executive Committee for deliberation.
  3. Approval & Internal Notification
    Upon approval, the Organization Development Department forwards the applicant’s information to the Finance Department.
  4. Membership Fee Payment
    The new member must pay the applicable membership fees as required.
  5. Official Admission
    The applicant is formally granted membership status.

Voluntary Withdrawal

  • Membership is voluntary and members may withdraw freely at any time.

Obligations of Members

Members are expected to:

  • Fulfill responsibilities as outlined in the Articles of Association.
  • Uphold and implement decisions made by the General Chamber.
  • Safeguard the rights, reputation, and interests of the Chamber.
  • Cooperate with Chamber-led initiatives and accept responsibilities when entrusted with tasks.
  • Pay membership fees in a timely manner as per Chamber regulations.

Steps to Become a Member

The Executive Committee of the UAE Chinese Chamber of Commerce and Industry will review and deliberate on the application
Once the Executive Committee has reviewed and approved the application, the Organization Development Department will forward the new member’s information to the Finance Department for further processing
New members are required to pay their membership fees promptly in accordance with the Chamber’s regulations
